Coalition for a Moral Budget
The Coalition for a Moral Budget is a diverse group of advocates and providers who
have come together to ensure that Medicaid beneficiaries do not forgo important and
necessary health care services due to the imposition of Medicaid co-pays. The Coalition
is comprised of HMOs, pharmacists, faith based, mental health and disability organizations.
A substantial body of research shows that higher co-payments are likely to cause
low-income people to decrease their use of necessary health care services which triggers
the subsequent use of more expensive services including hospital emergency rooms and
hospitalization. Low-income people with chronic health conditions are the most vulnerable
to harm when cost sharing is imposed, as they require frequent health care services
and are the least likely to be able to afford cost sharing mechanisms.
The Coalition for a Moral Budget successfully advocated for the removal of all Medicaid
co-payments from the FY'09 budget.
